The budget will be complemented by an estimated \u20ac72 billion of disbursements under NextGeneration EU. \u00a0<\/span><\/p>\n<p><span>The draft budget 2025 directs funds to where they can make the greatest difference, in cooperation and in line with the needs of the EU Member States and our partners around the world to make Europe more resilient and fit for the future to the benefit of EU citizens and businesses. This will be done by fostering the green and digital transitions, by creating jobs while strengthening Europe&#8217;s strategic autonomy and global role. It will enable support to key critical technologies through the Strategic Technologies for Europe Platform (STEP).<\/span><\/p>\n<p><a name=\"_Hlk169096038\"><\/a><span>The draft budget 2025 will also provide \u2013 in line with the MFF mid-term revision \u2013 continued support for Syrian refugees in T\u00fcrkiye and the wider region, the Southern Neighbourhood including the external dimension of migration, as well as the Western Balkans. Crucially, it will provide stable and predictable support to Ukraine.<\/span><\/p>\n<p><span>The Commission proposes to allocate the following amounts to the various EU priorities (in commitments):<\/span><\/p>\n<ul type=\"disc\">\n<li><span>\u20ac53.8 billion for the\u00a0<strong>Common Agricultural Policy<\/strong>\u00a0and \u20ac0.9 billion for the European Maritime, Fisheries and Aquaculture Fund, for Europe&#8217;s farmers and fishers, but also to strengthen the resilience of the agri-food and fisheries sectors and to provide the necessary scope for crisis management.<\/span><\/li>\n<li><span>\u20ac49.2 billion for\u00a0<strong>regional development and cohesion<\/strong>\u00a0to support economic, social and territorial cohesion, as well as infrastructure supporting the green transition and Union priority projects.<\/span><\/li>\n<li><span>\u20ac16.3 billion\u00a0<strong>to support our partners and interests in the world<\/strong>, of which, among others, \u20ac10.9\u00a0billion under the Neighbourhood, Development and International Cooperation Instrument \u2014 Global Europe (NDICI \u2014 Global Europe), \u20ac2.2 billion for the Instrument for Pre-Accession Assistance (IPA III) and \u20ac0.5 billion for the Growth Facility for the Western Balkans, as well as \u20ac1.9 billion for Humanitarian Aid (HUMA).<\/span><\/li>\n<li><span>A further \u20ac4.3 billion will be available in grants under the\u00a0<strong>Ukraine Facility<\/strong>\u00a0complemented by \u20ac10.9billion in loans.<\/span><\/li>\n<li><span>\u20ac13.5 billion for\u00a0<strong>research and innovation<\/strong>, of which mainly \u20ac12.7 billion for Horizon Europe, the Union&#8217;s flagship research programme. The Draft Budget also includes the financing of the European Chips Act under Horizon Europe and through redeployment from other programmes.<\/span><\/li>\n<li><span>\u20ac4.6 billion for\u00a0<strong>European strategic investments<\/strong>, of which, for instance, \u20ac2.8 billion for the Connecting Europe Facility to improve cross-border infrastructure, \u20ac1.1 billion for the Digital Europe Programme to shape the Union&#8217;s digital future, and \u20ac378 million for InvestEU for key priorities (research and innovation, twin green and digital transition, the health sector, and strategic technologies).<\/span><\/li>\n<li><span>\u20ac2.1 billion for\u00a0<strong>spending dedicated to space<\/strong>, mainly for the European Space Programme, which will bring together the Union&#8217;s action in this strategic field.<\/span><\/li>\n<li><span>\u20ac11.8 billion for\u00a0<strong>resilience and values<\/strong>, of which, among others, \u20ac5.2 billion for the rising borrowing costs for NGEU, \u20ac4 billion Erasmus+ to create education and mobility opportunities for people, \u20ac352 million to support artists and creators around Europe, and \u20ac235 million to promote justice, rights, and values.<\/span><\/li>\n<li><span>\u20ac2.4 billion for\u00a0<strong>environment and climate action<\/strong>, of which mainly \u20ac771 million for the LIFE programme to support climate change mitigation and adaptation, and \u20ac1.5\u00a0billion for the Just Transition Fund to make sure that the green transition works for all.<\/span><\/li>\n<li><span>\u20ac2.7 billion for\u00a0<strong>protecting our borders<\/strong>, of which mainly \u20ac1.4 billion for the Integrated Border Management Fund (IBMF), and \u20ac997 million (total EU contribution) for the European Border and Coast Guard Agency (Frontex).<\/span><\/li>\n<li><span>\u20ac2.1 billion for\u00a0<strong>migration-related spending within the EU<\/strong>, of which mainly \u20ac1.9 billion to support migrants and asylum-seekers in line with our values and priorities.<\/span><\/li>\n<li><span>\u20ac1.8 billion to address\u00a0<strong>defence\u00a0<\/strong>challenges, of which mainly \u20ac1.4\u00a0billion to support capability development and research under the European Defence Fund (EDF) and \u20ac244.5 million to support Military Mobility.<\/span><\/li>\n<li><span>\u20ac977 million to ensure the\u00a0<strong>functioning of the Single Market,<\/strong>\u00a0including \u20ac613 million for the Single Market Programme, and \u20ac205 million for work on anti-fraud, taxation, and customs.<\/span><\/li>\n<li><span>\u20ac583 million for EU4Health to ensure a\u00a0<strong>comprehensive health response to people&#8217;s needs<\/strong>, as well as \u20ac203 million to the Union Civil Protection Mechanism (rescEU) to be able deploy operational assistance quickly in case of a crisis.<\/span><\/li>\n<li><span>\u20ac784 million for\u00a0<strong>security<\/strong>, of which, notably, \u20ac334 million for the Internal Security Fund (ISF), which will combat terrorism, radicalisation, organised crime, and cybercrime.<\/span><\/li>\n<li><span>\u20ac196 million for\u00a0<strong>secure satellite connections<\/strong>\u00a0under the new Union Secure Connectivity Programme.<br \/>\n<\/span><\/li>\n<\/ul>\n<p><span>The annual budget for 2025 will have to be formally adopted by the Budgetary Authority before the end of the year.<\/span><\/p>\n<p>Sourse : EC.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commission has\u00a0proposed an annual EU budget of \u20ac199.7 billion for 2025.
