The total value of the fund will amount to <strong>PLN 30 billion (around EUR 7.2 billion)<\/strong>, making Poland the <strong>first EU country<\/strong> to establish such a fund with EU recovery resources.<\/p>\n<p>The fund will be based on <strong>preferential loans<\/strong> granted under the KPO, and will focus on strengthening Poland\u2019s structural defence capabilities. Key investment areas include:<\/p>\n<ul>\n<li>construction and modernization of <strong>civil and military shelters<\/strong>,<\/li>\n<li>development of <strong>dual-use infrastructure<\/strong> (civil\/military),<\/li>\n<li>reinforcement of the <strong>domestic arms industry<\/strong>, especially weapons manufacturers,<\/li>\n<li>support for <strong>cybersecurity<\/strong> and <strong>critical infrastructure resilience<\/strong>.<\/li>\n<\/ul>\n<p>According to Minister of Funds and Regional Policy <strong>Katarzyna Pe\u0142czy\u0144ska-Na\u0142\u0119cz<\/strong>, the goal is twofold: enhance <strong>internal security<\/strong> and stimulate <strong>strategic industrial development<\/strong>. \u201cSecurity is a top priority, and Europe must build its defence capabilities using common resources wisely,\u201d she stated.<\/p>\n<p>Prime Minister <strong>Donald Tusk<\/strong> emphasized that Poland is setting a precedent: \u201cIn times of geopolitical instability, investing in defence is an investment in peace. Europe must be prepared, and we are leading by example.\u201d<\/p>\n<p>Poland is set to receive a total of <strong>EUR 59.8 billion<\/strong> under the National Recovery Plan: <strong>EUR 25.3 billion<\/strong> in <strong>non-repayable grants<\/strong> and <strong>EUR 34.5 billion<\/strong> in <strong>low-interest<\/strong> loans.
