{"id":3204,"date":"2025-11-24T09:46:51","date_gmt":"2025-11-24T08:46:51","guid":{"rendered":"https:\/\/www.investmentsgroup.net\/?p=3204"},"modified":"2025-11-24T09:55:53","modified_gmt":"2025-11-24T08:55:53","slug":"poland-new-tools-for-security-defence-and-technological-innovation","status":"publish","type":"post","link":"https:\/\/www.investmentsgroup.net\/en\/poland-new-tools-for-security-defence-and-technological-innovation\/","title":{"rendered":"Poland: new tools for security, defence and technological innovation"},"content":{"rendered":"<p>In recent months, Poland has significantly accelerated its investment plans in\u00a0 the <strong>security, defence and technology sectors<\/strong>, introducing two important financial instruments: <strong>\u00a0the National Security and Defence Fund<\/strong>, which is part of the Recovery and Resilience Plan (NRP), and the European initiative <strong>SAFE \u2013 Security Action for Europe<\/strong>.<\/p>\n<p><strong>National Fund for Security and National Defence<\/strong><\/p>\n<p>The Polish government has approved the creation of a fund dedicated to supporting strategic projects for national security, with iron capital of approx<strong>. \u20ac6-7 billion<\/strong>. The funds come partly from the NAP and will be used to finance:<\/p>\n<ul>\n<li>construction <strong>and modernisation<\/strong> of civil and dual-use infrastructure (roads, bridges, shelters, railways);<\/li>\n<li>interventions to <strong>strengthen cybersecurity<\/strong> and <strong>protect critical infrastructure<\/strong>;<\/li>\n<li>modernisation <strong>of the defence industry<\/strong>, with a focus on research and innovation.<\/li>\n<\/ul>\n<p>The management of the fund will be entrusted <strong>to Bank Gospodarstwa Krajowego (BGK),<\/strong> which will establish a special purpose vehicle dedicated to the selection and financing of projects. This is an important step towards increasing <strong>the country&#8217;s resilience <\/strong>\u00a0and encouraging businesses to participate, including at local level, through <strong>subsidised loans and direct investment<\/strong>.<\/p>\n<p><strong>SAFE &#8211; Action for Security in Europe<\/strong><\/p>\n<p>At the European level, Poland is also a protagonist of the new <strong>SAFE (Security Action for Europe)\u00a0 initiative<\/strong>, an instrument with which the European Union intends to strengthen its <strong>industrial and technological base in the field of defence<\/strong>.<\/p>\n<p>The SAFE programme provides a total ceiling\u00a0 of <strong>\u20ac150 billion<\/strong> in subsidised loans to Member States to accelerate joint and coordinated investments in strategic projects. Poland has submitted\u00a0 a <strong>\u00a0preliminary application to the European Commission for about 45 billion euros<\/strong>, the highest among all EU countries, and may receive as much as <strong>43.7 billion euros<\/strong>.<\/p>\n<p>The funds will support <strong>production and innovation in the defence sector<\/strong>, with a particular focus on European industrial cooperation and the common technology supply chain (at least 65% of components must come from European companies). Warsaw will have to present a national investment plan<strong> by November 2025, <\/strong>and <strong>\u00a0the first tranche of funds<\/strong> is expected at the beginning of <strong>2026<\/strong>.<\/p>\n<p><strong>Opportunities for companies and investors<\/strong><\/p>\n<p>The joint activation of these two instruments \u2013 the national fund and the SAFE programme \u2013 creates a particularly favourable scenario for companies interested in cooperating with Poland in the areas of <strong>defence, cybersecurity, infrastructure and dual-use technologies<\/strong>.<\/p>\n<p>These initiatives mark a new stage for the country, which aims to <strong>strengthen its strategic autonomy<\/strong> and become <strong>\u00a0a reference industrial and technological hub<\/strong> for Central Europe.
